The General Rule on Placement Fees
The Department of Migrant Workers (DMW) strictly regulates how much a licensed recruitment agency can charge an applicant. Under the standard legal framework, a recruitment agency is allowed to collect a placement fee, but it is strictly capped at the equivalent of one month's salary of your approved overseas job.
Charging anything beyond this one-month salary limit is legally classified as "Illegal Recruitment". Furthermore, a strict rule of thumb is that you should never pay any fees before signing a verified contract.
Statutory "No Placement Fee" Zones and Roles
Even within the standard rules, there are specific exemptions. The Philippine government mandates that certain countries and specific categories of workers are absolute "no-placement fee" zones.
The most common example of this is Household Domestic Workers. If you are applying for a domestic or household service role (such as those actively hiring in Saudi Arabia), agencies are strictly prohibited from charging you any placement fees whatsoever.

Spotting Red Flags and Scams
